Tv show from the late 80's to early 90's?

it was a show that was for kids

it aired in Canada for sure, Im not too sure if it aired in the states

it was aired in english and french and im pretty sure that it was half and half

there was a female lead who was in her early 20's and starred an ailen who was cute and had a oval almost spiked head with green hair

It was kind of like hairiets Magic hats, only had an alien and he would get into mischief

I know not too much detail there

I used to watch it when I was a kid and am just trying to remember the name
